Housing Needs
Commissioned by Welford on Avon Parish Council in January 2025, the Housing Needs Survey for Welford on Avon closed for responses on 28 February 2025. The survey was organised and run by an independent charity, Warwickshire Rural Community Council.
Results
From the 630 survey packs distributed, there were 220 responses (35% response rate). Full methodology, results and conclusions are available in the survey report.

The survey report was published in March 2025 and adopted by the Welford on Avon Parish Council at their meeting of 01 April 2025.
Conclusion
Analysis of the survey responses indicates that 19 households (family, single, couple) with a specified local connection to Welford on Avon parish have a need for an alternative home, as shown below.
Housing association rent

- 1 x 4 bed bungalow
- 1 x 1 bed maisonette*
Housing association shared ownership
- 1 x 2 bed bungalow at 30%
- 1 x 2 bed bungalow at 80%
Owner-occupier
- 1 x 2 bed house
- 1 x 3 bed house
- 5 x 2 bed bungalow
- 5 x 3 bed bungalow
*In rural areas where analysis indicates a need for 1-bed homes this may be reclassified as 2-bed accommodation. One-bed homes are too inflexible to cater for changing household needs which can undermine the creation of stable and sustainable communities. They are only suitable for a single person or couple whereas a 2-bed home can offer an adaptable and accessible home for life which may include accommodating children or carers, working from home, or similar. This increased flexibility is a compelling argument for providing the larger 2-bed home.
Some of the households seeking an owner-occupier bungalow could potentially satisfy their own need but there is a general lack of bungalows across the parish.

Background
In Welford on Avon, the Parish Council has adopted a local Neighbourhood Plan. This planning policy is a skeleton – it guides planning decisions at local level. Supplementary planning guidance is used to ensure that permitted development is sustainable and consistent with local style and local need.
Welford on Avon Parish Council first commissioned a Housing Needs Survey in 2019. The results are used to inform planning decisions at all levels; the Parish Council, Stratford District Council and at Appeal. It has been key to guiding the housing mix of larger developments in the village. In some cases it has been key to ensuring that undesirable development has been refused.
